Avoyelles Parish Police Jury Regular Meeting
Tuesday, September 12, 2017

The Avoyelles Parish Police Jury met in Regular Session on Tuesday, September 12, 2017 at 6:00 PM in the
Police Jury Meeting Room of the Parish Courthouse, Marksville, Louisiana with the following members present:
Marsha Wiley, Mark Borrel, Glenn McKinley, Charles Jones, McKinley Keller, John Earles, Kirby Roy, Henry
Moreau and Trent Clark.
The meeting was called to order by President Charles Jones.
The meeting opened with the Pledge of Allegiance to the Flag of the United States of America, followed by an
opening prayer led by Charles Jones.
President Jones stated anyone wishing to present comments on agenda items must sign up and indicate the agenda
item they wish to discuss.
On motion by Marsha Wiley, seconded by Mark Borrel, the Avoyelles Parish Police Jury does hereby adopt the
minutes of the Regular Meeting held on August 8, 2017, as printed in the “Weekly News”, official Journal of the
Parish and mailed to all Jurors. Motion carried.
On motion by Trent Clark, seconded by Mark Borrel, the Avoyelles Parish Police Jury does hereby convene into
executive session.
On motion by Henry Moreau, seconded by Trent Clark, the Avoyelles Parish Police Jury does hereby return to
regular session.
Mrs. Maria Trichell of Representative Robert Johnson’s office presented a packet to the Jurors containing 2017
Regular and 2nd Extraordinary Session of the Louisiana Legislative.
Rodney Rabalais was present on behalf of Tim Lambert. Mr. Lambert was requesting permission to sell a lot from
a several acre track of land in Hessmer. Mr. Riddle and members of the Avoyelles Planning Commission reviewed
the acreage and determined Mr. Lambert can sell one (1) lot. If at anytime Mr. Lambert sells an additional lot, he
must get approval from the Planning Commission and the Police Jury prior to doing so. Motion carried.
Sabrina Sonnier was present, requesting $200.00 per month for rental to house the Veterans’ Office. Per R.S.
29:262 police juries and municipal governing authorities shall provide office space. Motion carried.
Charles Riddle gave a summarization of Public Bid Law.
After introducing an ordinance during a regular meeting on August 8, 2017 and advertising calling for a public
hearing at the regular meeting, with no objection from the public, on motion by Marsha Wiley, seconded by Mark
Borrel, “Prohibition of Roadside Drainage” Section 10:12 be amended to read:
When an existing disposal system fails, existing single –family residence, mobile home, and business must
get written permission from the Avoyelles Parish Police Jury Chairman of the Drainage Committee after
recommendation of the Health Department inspector to discharge into the ditch before a system is replaced
or brought up to compliance with the Louisiana State Sanitary code. A Copy of this authorization to
include written recommendation from the Health Department inspector will be file with the parish
Motion carried.
On motion by Glenn McKinley, seconded by Mark Borrel, the AVoyelles Parish Police Jury does hereby adopt a
resolution requesting the FY 15-16 LGAP award of $8,800.00 for Tricia Park be reallocated for the purchase of
bridge timbers. Motion carried.
WHEREAS, the Avoyelles Parish Police Jury has requested reallocation of the 2016 LGAP
award from Tricia Park to the purchase of bridge timbers,
WHEREAS, the State has awarded funds for 2015-2016 LGAP,
NOW THEREFORE BE IT RESOLVED, that Avoyelles Parish Police Jury will use this
allocation towards the purchase of bridge timbers, and,
BE IT FURTHER RESOLVED, the President is hereby authorized to execute any contracts for
the above project.
Passed, approved and adopted this 12th day of September, 2017.
